주독대사관 근무 기간 중 1961년 6월 28일부터 11월 말까지는 라인강의 동쪽 강변에 있는 보이엘(Beuel)에 있는 집(Helenen str. 21번지 소재)을 임차하고 있었는데 강을 건너 출퇴근을 해야 했고 또 집도 협소하여 그 해 12월에 본(Bonn) 남쪽 바드 고데스베르그(Bad Godesberg)에 있는 단독 주택으로 이사를 하였다.
집주인은 유고슬라비아 출신의 조렛츠 여사(Fräulein Käthe Soretz)였다. 이 집에 이사 온 지 약 1주일 후에 무관 백행걸(白行傑) 대령이 말하기를 마 여사라는 부동산 중개인이 나에게 한 달 임대료(1,000 마르크)를 중개료로 청구한다고 하는 것이었다. 이 집은 백 대령이 약 2년 전에 마 여사의 소개로 한번 본 적이 있었으나 임대료가 너무 비싸서 임차하지 않았다고 하는데, 내가 집을 구한다는 말을 들은 백 대령이 자기가 2년 전에 본 일이 있는 좋은 집에 한번 가보자고 하여 따라가 보고 복잡한 교섭을 거쳐 임대차 계약을 체결한 것이었다.

마 여사는 이 문제를 독일 외무성에도 진정하여 나와 마 여사 및 독일 외무성 간에 문서의 왕래가 있었는데, 결국 외무성에서 마 여사에게 그의 중개료 청구가 이유 없는 행위라고 통고함으로써 무사히 해결이 되었다.
이 사건은 외교관들이 외국에 나가서 주거를 임차할 때 가끔 당하는 일을 예시하는 것으로서 복잡한 내용이나 참고가 될까 하여 왕래서한을 아래에 게재하기로 한다.

STATEMENT
(March 30, 1962)
1) In July 1961 I was looking for a new house, and due to the difficult housing situation in Bonn I could not find a suitable one easily. One day Mrs. H.K. Paik, wife of the then military attache of the Embassy, told Mrs. Yun that two years ago she saw a house which was quite good but because of the high rent she did not take kt. I did not pay any attention to this story since it was an old story having no relevance to my actual need. A few weeks later, however, I wanted to see the house to compare it with the one located in Bonn which I was considering for rent.
2) Around the end of August 1961 Col. Paik and I went to Bad Godesberg, Gutenberg Allee, and Col. Paik indicated the house in question. Col. Paik said he knew the owner, Miss Käthe Soretz, and we went in to meet her. We found the house was rented out to two tenants, the first and ground floor separately. Since the house suited me well, I told Miss Soretz that, if possible, I wanted to rent the entire house. Miss Soretz found the offer very attractive and said she would consider it over and would let me know in a week or two what could be done.
3) About three weeks later Miss Soretz informed me that she would rent the entire house minus the attic to me at DM 1.000,-- per month and I could move in by November 1, 1961. Later she said that one of the tenants was not moving out by that time and that she could not fix a definite date. Moreover, she could not provide me with the heating which I should take care of, myself. In view of the uncertainty of the time factor and also the unfavorable change in the contract terms I decided that if the house was not available by December 1, 1961, I would give it up for good. At last, on October 27, 1961, we concluded a contract as per attached.
4) About a week after the conclusion of the contract Col. Paik told me that a real estate agent named Frau Marzinka claimed payment of commission in the amount of DM 1.000. Col. Paik was very indignant at such absurd claim. I learned then for the first time that toward the end of 1959 Col. Paik saw the house in question through Frau Hildegard Marzinka but because of the high rent he did not take kt, and the house was rented out to other tenants.
5) The next day Frau Marzinka accompanied by another lady, who was said to be her sister, visited the Embassy and were waiting in the hall of the Embassy. I thought they were the real estate agents and I asked them if they wanted to see me, Frau Marzinka answered "No". Of course, she had not seen me before and did not know me. About ten minutes later, since it was obvious that she had come to claim the broker's fee, I introduced myself to them and asked if they had anything to tell me, and let them come in my office. They told me a story similar to what she wrote to the Protocol of the Foreign Ministry. I told her through the interpretation of Mrs. Carey, secretary of the Embassy, that I never had seen her before, that I never knew a lady called Hildegard Marzinka, and that I had never received any services from such lady. It was I who directly negotiated for the contract with Miss Soretz and I did not owe any payment to her because I did not get any service from her. The conversation was broken off there.
6) With reference to the allegation of Frau Marzinka contained in her statement as quoted in the letter of Frau Hütter dated March 20, 1962, the following comments can be made:
The fact that Frau Marzinka did not know me is unequivocally proven by the fact that she wrote to the Korean Embassy as late as January 14, 1962, saying that Mr. Ha Koo Yeon, Secretary and Consul of the Embassy rented the house in question. The first Secretary Kim, Inguan, wrote in his reply to Frau Marzinka that Mr. Yeon, Ha Koo, did not rent the house in Bad Godesberg but still lived in Bonn. Therefore the statement in her letter dated March 20, 1962, addressed to the Protocol of the Foreign Office "Auf die Zusendung meiner Rechnung wured mir von der Koreanischen Botschaft geantwortet, dass das Haus nicht von einem Angehörigen der Koreanischen Botschaft angemieted worden wäre." is quite erroneous and distorted. Frau Marzinka asserts in her letter of January 14, 1962, that Col. Paik said to her "he will gibe the address to the Embassy." On the other hand, she says in her letter of March 20, 1962, that Col. Paik "…sich im Falle ein Wohnungsbedarf für einen Anghögen der Koreanischen Botschaft eintreten sollte, an Fräulein Soretz, der Eigentümerin des Hauses, wenden werde." As I wrote in my letter dated January 30, 1962, to Frau Hütter of the Protocol, Foreign Office, and I quote: "Col. Paik, der nun schon in Seoul ist, hat mir vor seiner Abreise versichert, dass diese Angabe nicht den Tatsachen entspricht." Col. Paik did not say anything of that kind. Furthermore, it should be pointed out that Col. Paik who was them military attache of the Embassy did not legally represent the Embassy and could neither commit the Embassy not my self to any other persons on such matters.
In the second paragraph Frau Marzinka says she was in the house at the time Col. Paik and I visited Miss Soretz on August 29, 1961. I did not meet Frau Marzinka there and I did not even know if she was there and the question whether she was there or not is irrelevant to this case. The alleged conversation between Frau Marzinka and Miss Soretz is also irrelevant and cannot legally affect me in any manner or way. Therefore, I will not discuss on the verity of the contents of the allegations.
The last paragraph alleges that Miss Soretz confirmed that Frau Marzinka was entitled to the commission fee. Again, apart from the question if Miss Soretz actually made the alleged statement or not, any conversation, valid or invalid, that Frau Marzinka might have had with any other person or persons is not a matter of relevance as far as I am concerned. It is a matter between Frau Marzinka and Miss Soretz.

Ihr Schreiben vom 30, Januar habe ich zum Anlass genommen, Frau Marzinka mitzuteilen, daß Sie dem Auswärtigen Amt erklärt hätten, daß kein ursächlicher Zusammenhang zwischen dem Mieten Ihrer Wohnung, Bad Godesberg, Gutenberg-Allee 22, under Maklertätigkeit der Frau Marzinka bestehe.
Indem ich hoffe, daß die Angelegenhiet damit aus der Weltgeräumt ist, bin ich mit freundlichen Empfehlungen.
